I have the honour to acknowledge
the receipt of Mr. Lyttelton's Despatch No. 228, dated the
23rd. November, 1905, asking for my observations on &
letter from the Board of Trade dated the 16th. of that
month with regard to the Hongkong Vagrancy Ordinance.

It is scarcely necessary to dis-
-cuss the question raised in the 2nd. paragraph of Mr.
Hopwood's letter as to whether the internal economy of this
Colony calls for restrictive measures with regard to the
-immigration of aliens, but I would point out that however
advisable it may be for the mother country or for Colonies
possessing mainly a white population to extend a generous
hospitality to unfortunate persons of other races or
nationalities who seek a permanent asylum within their
borders, the presence in Colonies, populated principally
by
